The billionaires are complaining that a billionaire tax plan singles them out. They are correct.
That is the whole point.

Welfare Fraud?
I touched on this a little bit in a previous post, but I’ve been having a senseless debate with a woman on Facebook; I got tired of her ignorance, so I blocked her. She kept advocating what was, in her own words, her opinion about Welfare fraud. Because she knew someone at her job at a hog farm, then welfare fraud must be ubiquitous.
I noted that she works on a hog farm, so you might be tempted to say that she probably benefits from government subsidies to hog farms.
That woman isn’t the only one who seems to misunderstand what a welfare state is. It’s not a collection of lazy people who sit at home upon a heap of money that he leeched off the government.
Rather, welfare recipients include those who are elderly and need health insurance (Medicare) and a little bit of money to live off of (social security). Welfare is for financial aid to students (which, I hope, encourages people to use critical thinking skills such as that which some adults lack and conclude that facts of the matter are just opinions), folks who have been laid off, and those who need a livable wage.
Admittedly, I take social welfare programs personally: I’m on SSI, Mom received food stamps and heating assistance when I was growing up, I live in income-based housing, and I now have an EBT card of my own.
There’s also “wealthfare”, which I won’t go into discussing right now.
Many, if not a majority, of welfare programs are means-tested, and programs such as AFDC, which allegedly are abused by women having as many children as they can so that they will receive more AFDC or TANF -- it’s simply is not the case in the real world.
Do you really think that people would rather receive a tiny government check? I think that most people would rather work.
That woman’s opinion means little. She has accused welfare recipients of being “lazy”. But she is lazy in her own right, as she doesn’t put the effort to think critically.
Here's something to think about: about 3/4 of all federal outlays for human resources go to the nonpoor through programs such as Social Security and public schools. (aka all of your taxpayer dollars aren't being "wasted" on welfare programs you asshats)
