2nd dr. you cant prove he didnt say it in a missing serial, and really, cant you just hear it? "j-jamie?? hewwo?"
4th dr. with the amount of just batshit crazy things he says, its statistically bound to have happened at some point.
13th dr. kind of surprised she hasn't canonically said it actually. she dresses like an ironic lesbian so i just get the vibe she would.
11th dr. similarly to 4, he just Says A Lot Of Shit, and would probably find it delightful until river threatens to shoot him for saying it.
8th dr. was originally lower down on the list but then i remembered he travelled with izzy sinclair, who is kind of the human embodiment of the word "hewwo", so.
1st dr. dignified, but easily lead by susan to saying dumb shit for the vine. she's definitely got him with "grandfather does the tardis have enough Updog?" before.
9th dr. also dignified, but likes to annoy the shit out of his friends.
12th dr. probably wouldnt say it of his own volition, but if his students said it to him, he'd probably start saying it. (side note: missy 100% says it)
10th dr. might say it by accident when talking too fast and decide he quite likes it, to his friends' horror.
5th dr. could possibly be convinced by his kids to say it, but as theyre all either futuristic aliens or an 80s australian, it probably wont come up.
3rd dr. would only say it in the direst circumstances, and then would sulk about the loss of dignity for days.
7th dr. he wouldnt say it, but it would probably sound great in his accent.
6th dr. has actively considered saying it but has chosen not to, deciding it would be beneath him. may be saving it up for if he really needs to psychologically cripple someone.
(BONUS) the war dr. this old fuck has zero sense of humour and only lived for like a day, and also i hate him. absolutely no chance.
(BONUS BONUS) shalka dr. upon hearing this word he would become enraged and violent. less than zero chance of him saying it.
