So what we know from the show: Gran gran is from the Northern water tribe, and Pakku did give her a betrothal necklace. However, we know that Hakoda didn’t make one for Kya. But it’s implied Aang made one for katara, I think??
So it seems betrothal necklaces are a southern water tribe custom, that the southern water tribe knows about? But it’s unclear if they practice it.
