I have a question about the boat people and their "cargo"

Everyone saw the mighty military use $million dollar guided missiles to blow up a boat in International waters killing several sailors, then returning to kill the last 2 survivors clinging to what wreckage was left, clearly a Violation of International Law

My Question, how did the military identify what material was in the plastic barrels? Were the barrels just fishing floats? Barrels of oil? fresh water? What was the justification for these murders 2000 miles away from American soil?
