I find some nudity in horror movies to be gratuitous but with The Wicker Man... yeah, to be honest, if an ultra-rich Victorian man decided to institute cult control over a small community, he probably would decide there has to be a ritual where young women jump around naked in sight of the windows of his house. Yes, a woman raised in a cult environment where women are encouraged to be highly sexualised and nude in ritual contexts from a young age and are told that this connects them to a special power probably would be unnecessarily naked in her room. A different woman, also raised in this cult environment, would probably not have a normal reaction to a near-stranger bursting in on her when she's bathing. It's uncomfortable, but it fits.
