The person seems to be around in Velia and Heidel a lot. I saw them a few times actually. I have dubbed them “purple carriage”. So I just go “oh look purple carriage is here again” whenever I see them.

How do you get that?!

You have to farm Cherry Blossom Seeds, which you get when you gather Dry Thicket, Wild Herb, or Desert Herb(you have to do it without gathering tool!) They are pretty rare but I got 13 Unwithering Cherry Blossom Petals from one tree and you need only 10 to exchange them for Cherry Blossom pot. :3 Also, you can get Cherry Blossom Earrings with 30 petals. You exchange them at seed vendor in Heidel or Calpheon.
