I think Speculaas is another name for Windmill Cookies. This cookie's distinctive flavor is due to the "speculaaskruiden" spices, which were brought from the far east centuries ago.
There's a European bakery in Middleton, Wisconsin called Clasen's that makes old school holiday treats. They aren't cheap but they are as authentic as you can get this side of the pond.
One such treat is the German Spekulatius cookie, served around Christmas. They come in various designs. The most iconic is the windmill.
The photo below shows the hand-carved spekulatius cookie mold that Ernst Clasen made in 1938.
Voortman's makes a very good reduced sugar windmill cookie in the Dutch ("Speculaas") style.
