So as we no the winter maidens can create things that stay solid using ice magic I guess that's why they were given the task of watching over the staff of creation because they can create things that stay permanent in the area or for what they need in combat like we've seen with Penny's blades although they're made out of ice magic they still function like blades just like her original floating array blade she had when she was a android/robot
So I'm thinking like with always Ruby Chibi foreshadowing events
In the episode Neptune noir we see in a side episode where we have professor Port talking about being manly and building stuff in the woods you see winter come up in the background and create a house out of ice dust
So I'm thinking that winter using her winter made and Powers will create homes for the atlas and mental refugees and considering they're in a hot desert environment and people aren't dressed as properly as they need to be an evacue all supplies are very limited I think people are mostly going to be in the clothes that are on their back for a bit and even if we get a Time skip I doubt they'll still have housing and stuff for the people there so winter will use her magic to create homes for the people of Atlas and mantle so they can figure out housing or to wear to move people from the fallen cities
