What would you call one of these?
Now, important note: Ideally I would like to differentiate these from the neckwear that is just the loop around the neck!!
These things, as I know them, always also cover the top of your chest and back as well. They're meant to close the gap for coats that don't necessarily fully close all the way up.

Also if you're in colder climates and you find scarves annoying, these are great. They used to be super popular in Norway but I've never seen them anywhere else.
