Fellas, a realization has come to me tonight.

1. The space wolves are wolf people, because their Primarch is a wolf man, because the planet he and also they are from is full of wolf people. This is not the realization, I promise.

2. Wolves and dogs aren't that far apart, evolutionarily speaking. And we now that dogs can't see red or green, but can see other colors, like blue and yellow.

3. The Space Wolf color scheme is baby blue and bright yellow.

Based on the information above, you can reasonably infer that Leman Russ and his whole Legion are red-green colorblind, and that he picked that color scheme so he could see the colors.
