When Sharon's son Stan first learns what circumcision is in Ike's Wee Wee, he says he wants to get it done to make him look bigger, not realizing that his mother probably got it taken care of already. The Marshes are the closest thing South Park has to a standard All-American family, so Sharon most likely insisted it be done when her son was born.
In the episode Fun Time With Weapons, it's shown that Liane didn't get her son Eric circumcised. Before becoming a mom, Liane spent years as a German porn actress, so foreskin would be what she's used to.
In the episode Post-Covid, it's shown that Carol didn't get her son Kenny circumcised. Because Carol is so poor, it's likely that she couldn't have afforded it, even if she wanted to do it.
In the episode T.M.I., it's shown that Linda didn't get her son Butters circumcised. The overprotective Linda probably didn't want to cause him any pain.
