blight in the water, which goes far beyond treviso, is bad (and a problem she doesn’t begin to know how to fix)
less defended (crows v. fuck ton of mages and the minrathous flying tower of magical grenades)
but!
there’s also a bit of tevinter rivalry at play, albeit a subconscious one. the belief that ‘if your mages are so good, they can solve this themselves’ — of course, it isn’t until going back to a devastated dock town, and pretty much only dock town, does it click that, oh, of course the magisters aren’t going to stick their necks out and protect dock town when they’re almost all rich fucks. and, oh, of course a bunch of them were venatori or venatori sympathisers or willing to step aside to not have problems, something dock town and the shadow dragons won’t do.
basically, bc it’s framed as treviso v. minrathous, there’s this assumption that minrathous will come together to fight the attack and will be fine, that they can’t all be venatori. but they pretty much are (or are willing to step aside), and that’s when she realises how deep minrathous’ problems run. that it really IS just the shadow dragons on their own trying to fix things, and the fact that they have people in power on their side (dorian, mae) doesn’t mean shit.
