Tbh I think the reason the Russian kidnapper doesn't appear in the 2nd game is because Clint isn't the type of person he would pursue. The protagonist in wttg 1 is objectively a bad person; she is literally searching for torture livestreams for her own pleasure. I think this is further backed up by the fact the kidnapper fucking appears from nowhere when you click on the "pe//do handbook", he's looking for people who are out to hurt others, or enjoy others being in pain. Clint Edwards is not on the deep web to do either of those things, he's there to help and find missing people, therefore the Russian kidnapper doesn't bother him. He's not a bad person, so rk isn't a threat
