hahaha, arthur being machiavellan? now that would be an interesting scenario. i can just imagine pulling a page out what his advisor taught him and deciding to ask around, investigate a bit here and there, talk to some people and reaching a conclusion. he being all like, morgan and merlin have beef, because of past hurts. therefore, it is time to mend those rifts between merlin and my family.

arthur is feeling all proud of himself, when drops the bomb on his advisor and morgan. both choking on their drinks, because what the hell, arthur, are you bloody insane!? arthur just starts bringing all his reasons and merlin hates the fact that what is coming from the boy's mouth is reasonable and morgan is cursing internally but at the same time acknowledges that there are a lot of valid points. and arthur just trying to see if he can pull the puppy dog eyes look on these two.

arthur addressing his sister first, being all like, you're my heir, sister, the first in line, just as any children of yours will be second and third in lines. then, he looking at merlin, telling him that it's thanks to him that he has figured this out and he will be proud to call his advisor his brother, cue a lot of sentimental hogwash. i can see morgan and merlin just accepting for different reasons.

morgan accepts because, hey, her brother just said that she's his heir and any future children are next in line. merlin accepts to keep an eye on morgan and being pragmatic as hell, being all like keep your friends close, keep your enemies closer. so, these two decide to enter in a loveless marriage with their own agendas in mind.

like in the show we always see how merlin was like "wow. he didnt even need my help. he came up with that on his own" like a proud uncle/tutor/etc. Sure this development may have not been on his initial calculations but the prospect is a challenging and interesting one. And he certainly values wisdom when he sees it.
