it's not a very complex series. you'll pick up everything before long. but if you want a recap:
blythe lives in an apartment above littlest pet shop in new york downtown city with her dad mitt romney who is a pilot. she bumped her head in the first episode and now she can talk to animals. now she works in the shop as mrs. twombly's only employee and she designs tiny clothes for tiny animals
the biskit twins are the antagonists and they're highly entertaining when used properly. they hate blythe because she doesn't want to be their friend and they have no friends because they're snobs. they come up with wacky schemes, such as dressing up as the YIFF SQUAD in episode 2. their dad owns largest ever pet shop
the other humans are boring
the pets are babysat by blythe and mrs. twombly during the day. their owners almost never appear in the show. the pets are far more interesting than any of the humans and there isn't much to explain about them, you'll figure out their personalities and hobbies VERY quickly
