Yuri on Ice was an original work that had to fight censorship back in their time, was falsely accused of "fanservice" and built a queer nerdy community around the world. Watching anime ten years ago wasn't trending, you used to get bullied for that. It wasn't a niche anime show because thousands of people know about it, but it wasn't as massive and international as Heated Rivalry, and it was produced in a country where there's a bunch of conservatives, and had two major russian male leads that didn't fit Russia's gender norms, don't forget that.
Heated Rivalry got famous because, even when it's a good show, it's marketable, straight women love it, and when the female market likes something succeed is guaranteed. Ilya and Shane are hegemonic men, yes they are part of the LGBTQ community, yes they show basic human emotions but they don't subvert or question gender stereotypes. They are men desired by women and by other men and the show reflects that, lives onto that. The reason why we're going to have a second season is because they can get profit out of it, because the author of the books already did.
We won't have Ice Adolescence, even tho learning about Victor's past in Russia could have been culturally speaking way more complex and nuance that what we got from Heated Rivalry, which I'm so sorry, was shit, and that's because a capitalistic country that holds a deep grudge against communists would never allow a story that doesn't depict Russia as something inherently evil. I, in no way, will speak about the invasion, because the government is committing war crimes, but I just want to let you know that it is xenophobic to single out a country that's not so "developed" as Europe as "barbaric" because of the lack of queer rights as if our European countries didn't already have persecuted people of the LGBTQ+ community.
Yuri on Ice faced different struggles and was set in a sport that, I do personally love but, it's been stereotyped for decades as "unmanly", the fanbase was big but it's a non western show, an anime show, with non western producers that tried to not fall into stereotypes. Western people that loved the show liked it because it wasn't like any other western show, you had to sit and learn about cultural differences of the characters and that is what made it unique.
Heated Rivalry was a western show for western people, a white show for white cisgender people that was specially loved by its autism and Asian representation, and still the reason why it got famous was because women could self insert into the narrative and fantasised about Ilya or Shane. Sex was a major part of that series and for that reason people got obsessed.
Heated Rivalry would have made it without Yuri on Ice because Yuri on Ice wasn't praised in the press for portraying "new masculinities" in hegemonic men, it was liked for its depth in the plot, the aspirational romance between Victor and Yuuri, the emotional vulnerability of the characters you could relate to and fucking ice figure skating and it's songs.
Do not forget for a second that we live in a world where everything is political and a few series barely pass the filter of "is this going to sell or not". Heated Rivalry became famous because of the objectification of gay men, Yuri on Ice became famous because it promoted figure skating and took risks with an open queer relationship (partially censored) in a sports anime, with a Russian character and a Japanese character, two countries known for their conservatives mindsets.

There're ship couples that aren't canon and yet we try to prove they kissed and fucked at least once and then there's Yuri on ice where we know they did it, the creators know they did it (cos it's canon) and even the conservatives know they did it, the thing is trying to prove in which episode happened, and that debate is been going on for a decade.
