It seemed that Majima was in the midst of dressing up into Goromi, and it was that realization alone that had Kiryu flustered enough to stumble over his words. Majima was clearly comfortable with himself enough to do that--to cross that boundary and not be hindered by it and ... in all honesty, he did it very well in Kiryu's heart of hearts.
... Perhaps too well, honestly, with how easily he was flustered by it.
