He’s seen a mermaid emerge from the canal, dripping and naked from the waist down, with a pair of human legs. So he knows it’s possible to transform. Yet he’s still stuck in the water. 

He props himself up on the edge of the canal again, humming a song as he tries to focus on his humanoid form. Most of his other magic has been as simple as thinking about it, so why should this be different?
