Metal, aka "Neo" was mobian once. Him and Shadow were working partners at the government agency they worked at. They both had an attraction to each other but never acted on it.
Then, the zombie outbreak happened. Shadow was always a survivor, and although panicked, they fought side by side while the world went to shit.
Neo gets turned and is close to dying. Shadow doesn't have the guts to kill him, and Neo is fine with it, saying how he should just go and not look back.
Years pass, Shadow turns colder and doesn't let anyone close anymore. He fights, he eats, he runs, every day. This routine is broken when he notices someone watching, trailing him. He thinks someone must be out for his supplies.
He comes face to face with Neo - only, it isn't the person he knew anymore, not quite. Neo Metal was now a cyborg. Most of his body turned steel, only his heart still intact, along with some flesh that seemed to have a will of its own. He didn’t feel emotions anymore, or so they thought.
Metal was saved by Dr. Eggman, a wacky scientist who tried to save humanity in his twisted way, stripping them of their bodies so they got immune to the virus. Perhaps this was even a worse fate than zombiefication. His test subjects tend to lose most of their memories.
Tension was high when Metadow met again. Shadow didnt immediately recognise him of course. Neo Metal was merely curious about leftover memories he had and decided to observe Shadow from afar. Shadow wasn't exactly thrilled to be followed.
They started forming more of a rivalry and snarkiness, mostly from Shadow's side. He rejected that this could be the Neo he knew. The latter grew protective of Shadow, what seemed like emotions slowly forming in his processing unit.
Metal's infection is kept at bay by a chemical mix that Eggman created, so he needs to refill it occasionally lest he go berserk… When he cant get ahold of it, Shadow has to deal with him.
