This man was literally bought by the commission as a child and then kept isolated from the rest of society up until his debut at 18. He didnt go to any hero school, instead was educated and trained soley by the comission, and theres no information about who he is to the public. They dont even know his name because there are no records of him.
He's got an extremely lackadaisical and cool and flirty public persona, but they tell us that was explicitly made up and enforced by the hpsc. When he's alone or when he rarely drops the mask, hes nothing like that. But its a facade. There's no was he actually sleeps around or is even in relationships. Everything he does is governed by the commission, they would never sanction that, at least this early in his career - and he likely wouldnt disobey them bc hes been groomed since a young age. Even if he had some publicity stunt, theres no way anything serious happened, especially with how short of a time hes been in the public eye. Playboy Hawks is an playboy persona crafted intentionally to not be true. Thus, virgin. And honestly I love that. How alone he truly is is such an interesting part of his character.
(I will say honeypot agent Hawks is extremely interesting and cool to explore in fanfic and I quite like that take, though it is just that since theres no evidence in canon. Fits in quite well with the other themes of his character)
