I have found that the policing of bear spells (and the testicular torsion spell) has only ever been about power. the druids do not want mages unfettered by the laws of nature. the councils do not want new mages to surpass them with new ivenitive spells.

magic should never be about controlling your fellow mage. magic is unruly and fun and any attempts to constrict it will only shy novice mages away from the practice until there is nothing left of our kind.
