Umbrella Lore - Illusion of Safety

After the closure of the Mansion and Umbrella training facility, Umbrella realized they needed a more efficient method of finding and recruiting scientists. So they created the Umbrella program, which a lot of Umbrella's younger employees, including Jackie fell victim. It was an advanced two year scholarship program that guaranteed a job, an opportunity that anyone would be stupid not to take. Wherever it cropped up it never failed to lure in the best and brightest. It was essentially a place where Umbrella recruiters could observe them in a controlled setting and handpick employees.

They quickly realized that it was difficult to get a task force of willing participants, so a lot of employees didn't realize what they were getting into until they were placed in a department. Not everyone picked for the program worked for the under belly of Umbrella, but Once you were in you were essentially stuck.

Most employees that tried to get out of working for the Bioweapons devision realized just how deep Umbrella's roots run.
