Oh there are many. Generally EVERYONE who draws doctor who fanart is part of the favourites, but there's some whose art I find particularly awesome, so here's a few of them:
@bandaalarga drawing doctor who fanart for quite a while, not only their incredibly style and skill absolutely bamboozles me but Ive been a great fan of their latest particular enjoyment of jamie mccrimmon & the second doctor.

@parallaks-art a doctor who artist who constantly motivates me to aspire for more. Their skillset is insane, spanning multiple mediums, and an inspirational take on backgrounds. There are multiple of my own pieces I wouldn't have made without Kris to look up to, and their pieces are a big reason I felt encouraged to draw doctor who fanart in the first place.
Most notably, they introduced me to Twissy and converted me to the thoschei nation.
I managed to buy their recent "the trouble with hope" missy fanzine, despite shipping doubling the price it was 100% worth it. The prints are an important addition to my room.

@thewishbonedrawsfanart You'll probably have more luck checking out her twitter or instagram (tea_dalek on both), but couldn't resist mentioning her. One of my favourite things about her doctor who fanart is the variety of era and characters, spanning classic to modern who, monsters, side characters, a mentionable amount of daleks, also dalek sec fanart, which Im very fond of. Characterised by incredibly dynamic poses and compositions as well as a sketchy feeling to all of their pieces.

@ohhamlet-art Already starting great with a blog name inspired by my favourite shakespeare play. Relatively new in the batch of doxtor who artist I remember at least once every day, but Alice owned the place nonetheless. Originally capturing me with their 4th doctor art, but killing me with their 12th era pieces. Incredible sketches and hugely skilled in capturing the likeness of all our favourite characters!!
@nephrosoupp I found Mya originally through her 5th doctor fanart, but stayed for his immaculate use of colours, the ability to somehow use coloured pencils this well, their style and the courage to explore different mediums of art. And maybe a little bit for the cats. Her 5th doctor pieces have inspired my own fanart of him, notably the way I draw his celery, and their fourth doctor art is so bonkers /pos. Cannot stop thinking of the 4/genesis of the dalek piece and the 4 drawing, hands on hips, wearing the question mark shirt & dark red vest he wore in season 18.
@macbethz more bonus points for a shakespeare related name. Also found them relatively recently, but their art is just genuinely SOO good. My favourite art of crazy dimensional timelords. Those are my fabourite pieces of theirs. Great colours, incredibly painting skills, one of the artists who captures 15s features and essence the best, imo. Great sgapes too!!
