Got bored, figured I'd change the course of Elvin History for gits and shiggles:
We the people of the Lost Cities hold the firm, unchangeable belief in the unalienability of all peopleās natural rights: life, liberty (the right to do any noninjurious act), property, and pursuit of happiness in any noninjurious manner. We present this petition, a declaration of revolution against the Council of the Lost Cities, and a constitution for millenia to come, with the hopes of true peace.
There shall be three Councils: Judicial, Legislative, and Executive. Each Council shall consist of twelve people elected by the people, be they noble, working class, or Councillor, according to their qualifications for the position.
Each Council will consist of four individuals. The current Councillors (Alina, Bronte, Clarette, Darek, Emery, Liora, Noland, Oralie, Ramira, Terik, Velia, and Zarina) may choose which Council they go to and maintain their position or resign, their roles being replaced by elected officials.
The Legislative Council will make laws for the common good of the people, who reserve the right to petition for or against laws. The Legislative Council may only pass a law through unanimous vote. Laws can be amended to promote this. Upon approval by the Legislative Council, the law will be passed to the Executive Council, who will vote for or against the law, seeking a majority vote. If such a thing cannot be reached, the law will be passed back to the Legislative Council for revision or discarded if such revision cannot be made.
The Executive Council will have the final vote in whether or not a law is passed. Their duty will be to represent, protect, and serve as a collective body of magistrates which will only pass laws beneficial to the people. This finality and dependence on Legislative unanimosity is what provides them with the need for a mere 75% of votes for a law to pass.
The Judicial Council will be the Lost Citiesā court of law, with decision in guilt, innocence, and sentencing, after a trial with a jury and defense for the defendent. All punishments must fit crimes and all punished must be proven guilty. It is better for the guilty to run free than the innocent to be imprisoned.
All Councillors will be allowed to marry and bear children if they wish to do so.
No Councillor who has not reached the age of nineteen years may run for office or be elected.
All children aged five through eighteen years hold the right to an education in a Primary (age five to ten), Secondary (age eleven to sixteen), and Elite (age seventeen and eighteen) setting, in subjects such as arithmetic, literature, the arts, science, multispecisial studies, history, agriculture, etc. Children of Secondary and Elite age will be allowed to attend Foxfire Academy regardless of special ability or lack thereof. Exillium will be a school for those who do not learn well in a traditional educational setting.
This is a reiteration: Talentless Prodigies reserve the right to an education in Foxfireās Elite levels just as much as those who have manifested, as do Pyrokinetics.
Foxfireās auditorium will be used for theatrical performances such as music, dance, plays, and musicals.
No individual shall be prohibited from utilizing their special ability so long as the manner of usage is noninjurious. Pyrokinetics and Shades will not be discriminated against. Just as Telepaths and other special abilities have rules, so will Pyrokinetics. No individual shall be prohibited from or discriminated against based on practice of their special ability, nor shall they be discriminated against based on lack of special ability.
ON THE MATCHMAKING SYSTEM
The Matchmaking System is to be abolished. The only marriages which can be stopped or scorned are those in which one or both party is under the age of nineteen years or the parties are biologically related to one another. All individuals at or above the age of nineteen years reserve the right to a marriage based on mutual respect, trust, and affection.
ON EXILE, MIND BREAKS, and SIMILAR ISSUES
To shatter someoneās sanity is to commit an atrocity. All individuals, no matter how awful their actions, deserve consciousness. Exile is to be a containment and rehabilitation location and individuals are to be treated with dignity and respect. Lifelong Exile is only to occur if the individualās death occurs before they are fit to reenter society.
Banishments for accidental crimes such as floods are to be lifted. Children who have not been taught better are not to be banished. Banished individuals must have the right to prove themselves worthy or reentry. Banishment is to be a last resort followed only by Exile.
We the people of the Lost Cities present all current Councillors with a choice: accept these terms or resign. We do not intend to cause violence or harm. Any Councillor who does not wish to govern under these terms is free to cease their tenure as a Councillor and return to a peaceful life without consequence from us.
