I bet it means folio folium. The abbreviation ff. is used in citation to refer to the next page or pages. If you cite Hornblower 258 ff. it would refer to pages 258–259 and possibly beyond. (Sometimes just f. is used to denote a single page after 258 and ff. means an undetermined number of pages following page 258.) I think the idea here is that Snape didn’t have enough space to write his personal additions under Bloodrot and this is his note-to-self to flip to the following page where he’s written more.

Edited to add: I can’t stop thinking about this now. Snape didn’t just rewrite the book he used little personal citations to organize his notes. He is so sexy I could die.
