What you are is: a. Oversimplifying a complex concept and b. Following the "only abstinence works to prevent pregnancy"
a. There's a lot more to conception than semen reaching your uterus. Cycle, sperm and egg viability, cervical mucus, etc. It's not as simple as you put it. There's the classic 4 steps of conception every kid learns in sex ed. It's 4 (four) steps, not just 1.
b. I come from a country were I was properly educated and given the necessary resources - for free - for family planning. What works is informing people of how to get themselves protected. How conception works, how stds are transmitted, etc. Not ridiculous, unscientific and unhelpful fear tactics of "every time u touch dick you risk pregnancy".
Still, to answer your original post. There are SEVERAL different scenarios where sex (penis in vagina) results in exactly 0% chances of pregnancy.
