I love this scene, the implied question is "Why do I cling to this if I'm too afraid to believe in it" and the implied answer is "Because I want to believe." That's it, that's the whole show, it's the reason she was drawn to Mulder and his unwavering faith in the unbelievable in the first place. It reminds her of something she lost, or at the very least has been too scared to face. There's so many layers to this one statement because it means something slightly different to each character. For Scully it's wanting (but fearing) to reclaim a sense of faith when everything she's put her trust in can't give her the answers or the solutions she wants to find. In a way I think it requires her making peace with a lack of answers or a lack of immediate answers or a lack of total clarity on the truth (even if it does exist). That's something both she and Mulder struggle with even if their arrival at that dilemma comes from different directions. Also I think there's something to be said here about the desire to believe or to maintain hope sufficing in life's worst moments. Most people aren't taught that - there's this very black and white mentality that you either have hope and/or faith or you don't - but I don't believe that's true. I think that if the wanting is all you have left, then that in itself is enough
