Of all the people on the station, Judy just so happened to bump into a High Council member. Her eyes went wide and she nodded quickly. “Uh, Hello there High Councilmen Cain!”

He knew her name. That either meant that she had written him a parking ticket or she had met him before. … and she didn’t remember meeting him before. Oh god. This was going to be fun. “And I had no idea! What an interesting and fun fact!”

Given by the startled, deer-in-headlights look on the officer’s face, Cain chuckled and hoped to ease Judy’s nerves.  “Officer, please!  I am just a regular person out enjoying the day, just as you are.  Please, just call me Cain,” he smiled.  “I would expect no formalities, even from one of the Police Academy’s top-student-now-officer.”

At the reminder of the hummus comment he had made, Cain nodded with a beaming smile.  “Yes, it is quite so!  Do you partake and consume?  I’ve sensed that it is growing in popularity amongst many people.”

Do you think the media are portraying the High Council and it's decisions accurately?

“The media has often focused on entertainment value over truth and business.  It would not surprise me that they view the High Council as enemies.  If it makes it easier for people to consume the news and engage with their community and with us, then such a perception is a worthy cause.”

You don't seriously expect the public to believe whatever crap excuse the Council uses to justify keeping the new planet a secret do you?

“I apologize if you perceive the council to be as nefarious as you are determined to see us, but I cannot control your perspective.  Despite that, we are working hard to ensure the longevity of all citizens, especially now as we transition towards this new planet.”

“I cannot, in good conscience, humor such a silly question.”

“I think it is exciting news!  Now, I can’t possibly have anything to do with covering it up.  I am merely just one man.  My arm span can hardly cover up a window!”

What do you actually think of the new councilwoman?

“Lady Edo certainly has a very diligent approach to the way she accomplishes things.”

ooc: Cain views Lady E as a very capable person, meaning she is a liability for him and his plans.  He is very cautious around her as he tries to understand her and ensure that he is always at least a step ahead of her.

Why all the secrets about the new planet? How can we know it's truly safe?

“There are no secrets, my good concerned citizen.  We are simply still exploring a better understanding of the planet to ensure that it is truly safe for us all!  As of late, all signs point to positive news.”

“I liken myself to be a rather very reasonable person, but it just tousles my hair when people keep saying my shirt is pink!  It’s clearly salmon!”

“Is that what the youths are calling me these days?  How delightful!  If I had to reckon a guess, it could be because of my colorful clothing accents; they are bright like candy!”

Cain chuckled and shook his head.  His days of straining physical activity was quite behind him but he kept with some light exercising once in a while.  “There are so many things on my plate that I hardly have time everyday to run.  I’m afraid I’m calling it here, but please, feel free to keep on without me.”

Ochaco sighed and shook her head, “Oh please, you have about five to ten minutes still left within your day. It’s not so far and you’re not so old yet.” She wanted to both pick his brain and get a sense of her other council members, while also asserting herself in whatever small ways she could. “Come on, now. A coffee lies on the other end.”

Cain shook his head, a jovial smile still on his face as he chuckled at Ochaco’s intentions.  “I will happily cheer you on from the sidelines, sipping my own coffee.”  He was not a runner; of all forms of exercise that he enjoyed, running was not at the top of that list.   “Go, you!” he cheered, waving his fists in the air.

July 9th: Today was Judy’s birthday. Her Sergeant gave her the day off, so instead of focusing all of her energy and attention at work, she had to go out and be a normal human. A normal human that had friends to socialize with. Judy checked her phone contacts to see who she could ring up, and… There wasn’t a soul. Her contact list was full of acquaintances and a gym buddy. 

She couldn’t be doing this forever. Eventually, she needed to go out and make a friend. At least one that she could go out to lunch with. With a sigh, she put away her workout clothes and got all dolled up. If she looked confident maybe she could fool people into thinking she was. Her first stop was a nice Bar/Bistro. People were standing around talking to each other… and Judy took a chance on someone who was by themselves. How did one start a conversation? Judy looked at an item on the table in front of them and just went for it. “So, Hummus. Thoughts?”

“Officer Hopps!  Hummus!  What an excellent topic of conversation,” he clapped, a toothy grin on his face.  He turned on his seat away from the bar to face the woman.

“Now, did you know that the word actually derives from the Arabic word for ‘chickpeas’?” he pointed out.

Scrooge couldn’t help but roll his eyes at the man. Cain was always an uppity piece of trash. Playing the high ground when Scrooge knew the man was really in the gutters. “And why does someone of your stature even bloody care at all? Riddle me that, Candy Man.”

Cain chuckled at the grumpy man’s remark.  How little Scrooge knew that Cain clawed his way to stature.  And he was sure the wealthy man was no dummy, so Cain certainly believed Scrooge would assume any kind words were an attempt at sucking up to him.  Either way, Cain simply smiled and shrugged.  “Is there no such thing as kindness in the world, Scrooge?  I’d hate to see a reputation spoiled by a careless mistake of a reporter.”

“You know it gets easier,” The tall woman said, her face in a casual state of amusement, “Every day it gets a little easier, but you gotta do it every day. That’s the hard part.” Edo clarified, putting her hands on her hips waiting for the other person to stand up. Her black and white track suit fit well on her muscular frame. “If you make it to the next coffee shop without passing out, its on me. Want to see if you’ll make it, or are you going to just give up?” She stated, issuing the challenge.

Heinrich smirked by what he said about the people being resilient. They might be. But Heinrich has come to learn better but he kept his thoughts to himself on the subject as he heard the answer to his question.

He couldn’t help but let out a sudden burst of a small laugh at the answer that he had received from Cain. If there was one thing Cain knew better than anything, it was that many of these Council Members only knew one thing, how to take care of themselves. “It is but who are you joking here Cain?”

Cain continued to smile a knowing smile.  He gave a small shrug as if to have no clue what Heinrich meant and continued to play the part of a caring Council member.  And though it may be an act, Cain still had people in the Outer Ring who remained loyal to him even after he had risen up to the First Ring.  “I’m afraid the only jokester is here is you, my good friend,” he smirked.  “Being a good person is no joke.”

Heinrich sighed at the sound of the voice. If there was one thing he disliked more than dealing with people, it was dealing with other members of the council. He turned around to see the man, never seeming to change his facial expression even when greeting him. “I don’t think their spirits could be anymore down than they are already are.” He looked around to show his point. Many seemed almost as if they had lost all hope in the council. 

Than Heinrich had realized something, he was the council member assigned today so why in the world was Cain down here. “But my question for you Cain is what made you wanna come all the way to the Outer Ring?”

Cain gingerly picked off a bit of stray dust that landed on his pristine, expensive wool suit jacket and flicked it off.  He sometimes forgot how grimy the Outer Ring was, but he wasn’t disgusted by it; it was almost like a sense of home.

“You’d be surprised, Heinrich.  People’s spirits are... resilient,” he said, his hands clenching into a fist, a hint of of a proud smile on his lips.

He smirked, turning just slightly at the other man.  Of course he couldn’t put it past him to notice that Cain was not assigned to be here.  “Can’t a man simply be generous and compassionate?  Work for the people?  That is, after all, our job.”

Scrooge was never a fan of the high council, so the member telling him to calm down caused him to scowl. “I’d rather show my emotions,” He replied and muttered something about hiding your emotions made you a secretive bastard. He flicked the magazine and looked back at Cain. “Loopholes? If there are any it’s because that damn reporter doesn’t know how to tell a story. You can’t just go skipping out on the part where I wrestled the bear. There was a good reason for it.”

“Well, that is good,” Cain replied, finger pointing to emphasize his point.  “Expressing emotions is good and healthy for you,” he grinned with a small wink.  “But perhaps that reporter simply was unfamiliar with how to properly do their job.  I’m sure that error can be remedied with a simple call from someone of your stature.”
