bh always wears the bounty suit because they have like two pairs of clothes and one is an ill-fitting shirt from justice

since shoot-o is able to control bh's old suit, i hc that in the first game suit-o actually helped bh a little with movement and stuff because i'd imagine that bh was pretty inexperienced with that kind of physical activity

either that or bh worked out a lot before the g3 invasion
