I was rewatcing SnB from S1 until S2 and when I got to Episode 6 when Charioce saved Nina from the bad guys I realized that he took the pepper even before Nina invited him to the festival. I kind of guess he wanted an excuse to see her again (returning the pepper) or kept it to remind him of her. Now i'm convinced it was love at first sight for him SO CUTE :3
