What are Chara’s struggles and their whole thing. Are they a morally grey person?
Short answer: Yes the are a very Morally-Grey character and they deal with a number of struggles and hardship the influence the decisions.

This will explain Chara's life story as I have planned it out you will need this context to make your opinion on Chara as well as see why she is the that they are.

Chara was born a few centuries after the monsters were locked under ground and about ~50 years after the passing of Asriel. Chara was a mischievous child they often got into alot of trouble and their (Human) Parents didn't properly reprimand them for their behavior and ultimately Chara did as they please as a child. That's how they were so easily able to wonder unsupervised into Mt. Ebbot's woods and fall into the underground.
Asgore was the one that found them.
(Aside) Asgore and Toriel at this point were on the brink of divorce, they were growing resentful and bitter towards one another. Their relationship honestly ended after Asriel died, but they stayed together for several reasons. One being emotional outlets for their grief of their dead son. They don't blame each other per-say; but Asgore felt he had the weight of the world on his shoulders; he grew tired of ruling his kingdom, being a ruler, and making decisions all together. Whereas Toriel felt she had no control over her life and her body due in-part she felt responsible for the death of her son; she felt that she didn't do enough to protect Asriel. Toriel became Asgore's Dom and Asgore was her Sub; They fulfilled each others needs sexually for power and domination: submission and obedience but it was done out of coping and self-serving reasons. They slowly started to not care for each other, even though their relationship was consensual; it wasn't done out our of love.
Asgore took Chara back to the kingdom and once Toriel saw the small helpless Chara she and Asgore near instantly decided to be Chara's new Guardians. Chara was so young they hadn't remember their human parents to miss them and grew to love Asgore and Toriel as his parents. By this point the Underground was a hedonistic haven of sexual pleasures and kinks. Toriel forbid Chara to go outside of the castles walls ever, she wanted to protect them from that as long as she could, forever, if she had it her way. Due to this, Chara was a sheltered and heavily monitored Child, Teenager, and Young Adult(20). It wasn't till Chara truly got sick of being treated like a prisoner that as soon as they could manage it the sneak out and had their first sexual experience. Monsters knew Chara was the King and Queens Human Ward and it took little too no convincing for most to experiment with Chara; most saw a chance at sleeping with the Royal as a of badge of honor having not only slept with a Royal but the only Human in the underground.
Chara after their first sexual experience grew a hunger for it. They would go for anyone they grew a interest in they threw large parties as thin veils for orgies and even for a short period of time had a harem that serviced his every sexual whim. She was in sensual bliss for a most of her adult life. He didn't care for romance and since everyone wanted him so much to the point they ignored their own sexual pleasure to better serve as a willing choice for the Chara- Chara never learned or cared to learn much about consent or servicing their partners.
To put it crudely
"Do what i want you to do and once I'm satisfied leave."
Most followed this and the few that didn't couldn't really say no to them, they were the Future ruler of the Kingdom honestly it would be treason at best to deny a order from them.
Toriel and Asgore, even though love and cared for Chara, didn't see the negative turn to his behavior, sure they was mischievous as a child but he wasn't evil. They only saw that he started to interact with the Monsters in the underground and figured he was experiencing being an adult and enjoying themselves. Though they were right, Chara unfortunately was abusing their status and power to commit awful sexual acts on others. The King and Queen are well divorced at this point but sill keep up their Sub-Dom scene, since they aren't grieving as much over their lost child(they still use it to cope when they do grieve). The only reason they were together before was the sex so they decided might as well stay for the sex, then drop the marriage act once neither cared to pretend anymore.
Chara figured out in their teen years that Asgore and Toriel's marriage was cosmetic and they only kept up the act to allow Chara to grow up in a nuclear family and keep a positive view of their relationship as King and Queen. Of course Chara loves his parents, but Chara resented not being able to explore the Underground sooner; they felt trapped for so long. Now no-one would ever tell him what to do he had all he wanted and more.(Even though they felt a bit hollow and the sex was starting to get dull)
When Chara was about 24, they started to fully grew numb to sex, they would do nothing but have sex day after day but they were grow bored of it it was bland and repetitive. Chara was starting to feel frustrated, and started to push their sexual experiences further. Soon they discovered their growing interest in Sadism (not actual Safe Sadism they were genuinely non consensually hurting people during scenes that didn't have that nature of play as apart of scene). They liked the pain they caused and even more so when their partners didn't expect it; they like the force they used on others…
(Aside)They gained about 20LV during this year.
Chara started to grow very ill that year as well… They would go into "heats" that burned for hours then longer and longer. The King and Queen had no clue what to do or how to help them. They could do nothing but watch their second child suffer. Chara couldn't stand the heat in their skin they used their own soul to claw their way out of the Barrier! In their heated state, they wander down the Mountain to the Village they ran away from years ago. They tried to quench their hunger for sex, they clawed at their clothes and begged for release, all the Villagers saw was a crazed-person forcing their selves on people… the villagers ran him back into the woods from where he came from. Chara fell back to the underground, he was to weak to call for help, to weak to move anymore…
He died in the same bed of flowers that they fell in almost 20 years ago.
The King and Queen discovered their second child, another lost child another death they could do nothing about.
So that's Chara's whole story, I had figured explaining it was VERY important to understand that they aren't some cartoon villain that they are a morally-grey character.
Also, and more importantly, their actions ARE NOT JUSTIFIED!!!!!!!!!!!
They are a abusive sadist!!!!!!!!!! They committed horrid acts on others and abused their power to get others in to imbalance-dynamics!! They did awful things and deserve to be hated.
Sure they had a complicated time growing up, knowing his parents didn't love each other and he was locked in the castle the majority of his life, Chara didn't deserve that, BUT TO BE HATED FOR BEING AN ABUSIVE PERSON, THAT USED THEIR POWER TO COMMIT ACTS OF VIOLENCE ON OTHERS: LIKE NONCON AND STRAIGHT UP HURTING PEOPLE (NONCONSENTUALLY). Yeah they deserve to be hated for that.

First off, Very good question! And short answer Yes there is one.
So I need to set this up a bit,
Chara like mentioned in the summary timeline the Die well into the young adult life. The reason they died unlike in Undertale (it was never clarified the sickness that caused it) but the Mutation in the monsters magic is and how often they had really unsafe sex the exposure to the mutation magic caused them to get ill and eventually die from it but like mentioned in Undertale Chara left them underground but they never knew Asriel in their life. So explaining their death is in order.
Chara the more the indulged their libido and hunger for pleasure and self satisfaction grew gravely ill from the extensive exposure to the Monster's mutated magic. They didn't immediately get worse how ever they had enough strength to take the souls of several monsters and in a lust driven trance push their way through the barrier and stumble into the village located at the foot of the mountain.
(Just for visuals when suffering from Magic Mutation in Human before they die they go in to this heat like state that makes them crave touch and sex in general before over heating and dying in most cases.)
The Villagers saw Chara and wanted to help them but seeing the state they were in and how Chara tried to (forcefully) take someone in they heated state the Village hesitated to approach them again and eventually Chara subsumed to their sickness and they didn't make it.
Seeing the Lustful state Chara was in and the near forgotten legions of monsters living in the woods. The Villagers made the assumption that Chara was tainted by the monsters in the woods and that their fall into hedonism was the cause. This isn't fully true but the Church that was over the Village saw that capitalizing on this would further their agendas of controlling the village further.
So when the Monster eventually leave the under ground they will have to face the Village and their centuries of practiced Asceticism. Frisk is from the village and given their Aroace they never care much for hedonism until they became bi-curious and joined the more underground LGBTQIA scene to safely explore their identity btu as the story goes they fell down a hole before they got to far.
I will explain the Current Time Village more once it makes more sense.
