This post is to speculate on why the meteorite rocks might not harm Pennywise in IT: Chapter Two, but they do in IT: Welcome to Derry.
As seen in the following image, Pennywise has no problem touching the rock in the second film of the saga. And obviously, if he touches the rock, he's also very close to it without being repelled like the dagger in WTD where saud dagger caused him some pain if he was about 20-40 cm away, and it would surely cause him significant physical harm if he were stabbed with it.
What could be the reason for this? Below I will analyze and speculate on two things, starting with the shortest and possibly the most correct, because you know what Occam's razor says: when faced with several explanations or solutions, the simplest and most direct is usually the most likely to be correct.
The IT: Welcome to Derry series began to be planned in 2022, meaning it seems they didn't have a "prequel" series in mind when they were working on the 2019 movie, and therefore they didn't plan for the pillars, the dagger, or anything similar. So that meteorite in Pennywise's lair was because of its arrival as a cataclysmic event on Earth, and that's why it doesn't harm him; there was no reason for that at the time the movie was made.
However, there may also be an argumentative justification based on general mythology (when I say general I don't just mean that of the SK universe) and this is where my speculation begins, as I usually do.
But because of hiss supernatural nature, he must also obey supernatural laws (poor Penny, he has to obey so many things, and he's just a spoiled cosmic brat who wants to play pranks). In theory, we humans also obey supernatural laws, especially if you believe in a religion or belief system. But whether you believe in them or not, practice them or not, these "supernatural laws of the symbolism" have their importance and come to life (hence their application in religions, sects, and other human movements, and it's clear they influence people for better or for worse) and therein lies the key: both the pillars and the dagger we saw in WTD are pieces of rock that were torn from the beast's lair and carved with symbols. But we also saw that there was some kind of ritual, at least when the areas of the pillars were marked so that the rocks could be buried. And it's very possible that the rock that contained Pennywise (since it's mentioned that it imprisoned him) also had symbols, but upon impact… And this magic broke, and the rocks lost their power because the symbols faded away, and in real life, breaking anything that is considered a symbol of something can "break the spirit/magic" of people and thus lose power
So symbolism has that level of power in mythology, religion, and everyday, secular life, and the symbolic can even cause trauma because there is symbolic violence, including symbolic sexual violence, something seen in the IT saga from its classic canon with different characters, since symbolism is the use of visual elements, objects, or words to represent ideas, emotions, or concepts deeper than their literal meaning.
In typical everyday life, some examples would be: A white dove represents peace, a heart symbolizes love, and the color red in a traffic light indicates STOP and the color red can also mean danger or passion and romantic love depending on the context of course
And in the religious aspect, which would be the case of the Shokopiwah, it is the use of images, objects, gestures, or rituals to transmit beliefs and values. They believed that the use of these rocks and these hieroglyphs (perhaps one day we will be told what they mean, since in fact there is a language called "High Speech" in King's universe) and in fact the famous Chüd ritual is a symbolic act of the religious ritual type, since it is inspired by a real-life ritual of the Tibetan Buddhists of the Himalayas, which is actually called "Chöd" and means "to cut," and they "bite the tongue" of the deities of fear in order to confront them in a symbolic act of mental willpower.
So this is my speculation as to why in the second IT movie the rocks don't harm him at all, but in the series they do harm him or trap him in a cage that can even be considered in some way a symbolic cage that becomes literal since as such there is no physical cage strictly speaking
