Great Uncle Silius and Great Aunt Messalina are named after Messalina and her lover Silius, who betrayed the emperor Claudius by “marrying” while he was in Ostia. The real Silius was executed, Messalina died by suicide/by sword. I think this is a point about their relationships to the power of Panem.

Great aunt Messalina could’ve been a rebel sympathizer, and Silius, given his namesake senator, might’ve been a powerful politician ousted for his role in the revolt.
