In an alternate take if Miles didn't end up RoboCop'd, down the line while in Detroit's STARS unit (Charlie Team, rear guard), he's loaned temporarily to Raccoon City STARS by request of Captain Enrico Marini.
Events play out similarly. Bravo Team takes no losses, focuses the mansion. Wesker gets arrested, as do the Birkins and Nathaniel Bard. Umbrella goes down hard. In the process though, the teenaged duo take in Sherry Birkin, move to Detroit and Miles climbs the ranks while Rebecca starts on her MD-PhD, later on working for a more defensive/surveillance motivated BSAA.
End State:

Dr. Rebecca Prower (nee Chambers) - Senior virologist for BSAA North America
Sherry Prower (formerly Birkin) - Adoptive daughter

Thing is Starfleet consistently display very competent combat skills whenever the need arises so this is like being a culture that makes fun of and then gets its ass kicked by aliens dressed like the Teletubbies
