So before "charity" began, when Jimmy Crystal was giving the order, he reffered to the skinning as "removal of the shirt", which is why the Fingers only skinned the torso area on their victims. After Tom's fight with Jimmima, and she's asked what she wants to do with him, she replies "I want to take his trousers off." This meaning she wants to skin his lower half, including his genital area which she makes a direct threat towards. I think some people misinterpret this as her saying she wants to literally just take his pants off. Like more of a general sexual assault threat, but she is asking if she can skin the entire lower half of his body.
