SUBPLOTS 05: CERBERUS’ REIGN OF TERROR
Despite the great efforts of the Champions and unaffiliated vigilantes over much of the last decade, crime still runs rampant in the city of Elysium. As the papers report drastic declines from highly-reliable AEGIS-affiliated sources, and the heroes themselves, laughter echoes from the boroughs as the high-ranking sit comfortable in their bases of operations. They didn’t disappear. Didn’t take their remaining assets, consolidate their losses, and move to another city like New York or Atlantic City. They’ve simply adapted to the new rules of the game: stay to the shadows, keep off the radar of the Champions and AEGIS, get stronger henchmen to keep the aforementioned groups busy while you operate, start making worthwhile connections with intimidation or ill-gotten money. Crime has reached a whole new level of sophistication, integrated even more into Elysium’s existence that it ever has been, despite the best efforts of others to eradicate it completely. Some could even say that it’s growing. For every low-lying radical henchmen with useful skills is apprehended, more of the slighted, the damned, the feared, and the hated are all too willing to take their place. The leaders are hungry for more money, more territory, more notoriety. Despite success, the business is still more cut-throat than ever with each organization’s clashing goals. The old and established, the survivors of decade’s past, and the legacies of crime in Elysium are being challenged every day by something new. Something more sinister. Something that is completely changing the game.
Cerberus came into Elysium three years ago. A cut-throat gang that terrorized rival groups as much as they robbed, ravaged, and schemed civilians. Driven entirely by their own desires and an insatiable lust for terror and destruction, this group quickly gained a name for itself, and quite the following, compared to the meager number of ruthless outsourced LEGION mercenaries that they began as. Run by a uniquely terrifying and deranged wolf-human hybrid named Lycaon Gore, this lawless group is a surprisingly close-knit family, driven with harsh teachings and a doctrine of family, honor, and respect that is instilled in the members from their first days. Gore is the alpha, and the group is his pack. The main mercenaries that served as his original group are the intermediary disciplinarians, mission leaders, and trainers for those that need combat skills training. You would be surprised how many come wandering into their den, with little to no skill, but greedy for a home, a family, and the promise of strength, freedom, and monetary gain. More come trickling in every day. From dissatisfied teenagers in the Eiryne Slums, to the lowlifes hanging around Tartarus who attend the fights, establishment-destroying crazed college students in Styx, and the mightily fallen cast from Lethe—all walks of life find solace in the simple yet fulfilling doctrine of Cerberus. If you think it sounds like a militarized cult, you’re absolutely right, with no direction to guide them other than the whims of the mass and the desire for Elysium’s streets to be coated with the blood of their enemies.
Their network expands with the more territory they gain, the more people they terrorize into favors for protection. And with each acquisition of drugs, money, weapons—they grow bolder. More bodies appearing on the streets, with the messages of Cerberus clear on the corpses. It’s about time enough is enough, but the rumor of Lycaon’s abilities keeps most police from daring to mess with anything that might be revealed to be a part of their activities. AEGIS and the Champions seem to have their hands full with powered threats. Or are they just laying back, waiting to see what they do to other potential organized crime threats in their path? Regardless, the people of Elysium gain a renewed terror, once again, for their lives since the Champions set up show in town.There is a public outcry that something needs to be done about Cerberus, and quickly. The only problem is, who is going to be the one to do it? Who will choose to step up and challenge the beast? Because when you challenge one, you challenge the whole pack. And that pack is ever-growing.
NEEDED FOR THIS SUBPLOT: Give us Cerberus members, victims, unfortunate associates. All of them are welcome and needed. Please also keep in mind that Cerberus is an offshoot of LEGION, originally built of only LEGION mercenaries, and it is possible that your LEGION agents could also work for Cerberus in their spare time. We're also in need of Lycoan Gore, the leader of the group, and you will need to contact the Staff for more information about him. Also if you're a vigilante looking for someone to fight, you can be a part of this subplot as well.
