Resting on Wallace’s kitchen table is a gift-wrapped parcel, just waiting to be opened. The letter just next to the present has neat handwriting printed onto it— script that should be easily identifiable to the Gym Leader as belonging to Steven.
I can only assume that you’re busy running around Sootopolis passing out presents right about now, so I’ll try to keep this brief.
First, I want to apologize for not giving this to you in person. As I said, things are probably a little hectic for you right now, and I wasn’t certain of whether or not I’d be able to catch you. I’m sure you won’t hold it against me.
Now! On to your presents. We were able to revive this little one from a fossil I excavated not very long ago. You’ll give him a good home, I’m sure of that much. I hope he treats you well, too. As for the ring, I made that myself— the moment I found that gem, I knew you just had to be the one to receive it.
It really would pain me to not be able to see you at all today of all days though, so meet me for dinner later, maybe? My treat, of course.

The contents of the gift are just what the Champion said they would be: a Dive Ball containing a Tirtouga that’s incredibly eager to meet his new Trainer, and beside that is a ring set with a brilliant blue gemstone.
A relieved sigh escapes Wallace's lips as he turns the doorknob to enter his home; it's been a long day, and he's gone from city to city-- region to region-- and now he just kind of wants to nap the rest of the day away. ... Or, at least, for a couple of hours. Regardless, he walks inside and closes the door behind him, only to have a happy Luvdisc greet him and move back and from the kitchen, gesturing for the Gym Leader to follow her. He figures her intentions out pretty quickly, and after making the short trip to his kitchen, he's a little surprised to find a gift waiting for him on top of the table.
He reaches for the present, but as he brings his hand to rest on top of it, he notices the letter placed beside the gift and moves to pick that up instead. He easily recognizes the handwriting as Steven's, though he'll deny the wide smile that forms upon that realization. He reads it over slowly-- his smile widening with each word he passes-- and once he reaches the end, he places the letter back onto the table and opens his present, the box containing a Dive Ball and beautiful ring.
“Hello there,” he says quietly, picking the Dive Ball up into his hands to greet the Pokémon inside. He kneels on the floor to release him, then pets him when he crawls into his lap to cuddle with him. “You're pretty friendly, aren't you? I suppose that's to be expected, considering who raised you until you got here. Welcome to the family.”
Luvdisc floats over to greet Tirtouga, and when he crawls off of his lap, Wallace stands back up and takes the ring out its box and turns it over in his hands a few times to examine it. He may not know much about rocks-- surprising, considering who his significant other is-- but he can appreciate its beauty, and he slips it onto the ring finger of his right hand before pulling his PokéNav from his pocket to call Steven.
There's a slight pause as he hovers over his name-- Wallace did leave him a note saying he would give him a call later in the day-- but he shakes his head and places his PokéNav right back into his pocket. If Steven can drop by unannounced whenever he wants, then Wallace thinks he has a few free passes to do the same. “Alright you two,” he says, addressing his Pokémon, “we're heading to Mossdeep. If he isn't there, then you can both play with the Beldum and Aron until he arrives.”
The two Pokémon seem to get excited at the notion of playmates, and they immediately make their way to the door-- Tirtouga following Luvdisc's lead-- and Wallace follows shortly after.
