If enough oil is found during exploration, the company can then apply for a drilling permit which allows them to drill a well. If no oil is found during exploration, or if the amount found is not enough to be profitable the lease expires without ever being drilled on. Leases that are active, but not being drilled on does NOT mean that oil companies are being lazy, or are trying to keep the oil for themselves, etc. etc. It means they've either explored the lease for oil and found nothing, or found oil but it's not enough to justify drilling for. This is incentive offering is more wide-spread than Wyoming. The coming food crises was planned, and is being executed by the corrupt US Dept. of Agriculture.
It really funny that the government told farmers not to grow grain and food staples raising the prices, the ranchers say they can’t buy enough grain, they have to slaughter and waste the animals raising the prices, the grocers say they can’t get food raising the prices, the government lets the prices raise catastrophically and say I can’t do anything about it.
It’s weird that the dairy farmers dumped millions of gallons of milk, saying the kids aren’t in school and they can’t sell it in those little bitty cartons, it’s not like the kids dropped off the planet or something, they still need milk, put it in gallon jugs, resupply the store and get the price back to $1.50 instead of $3.20 so families can afford it.
It’s just another useful “Emergency” that the Dems won’t let go to waste.
