So I think I came up with a possible order.

Neo, Neon, Emerald, Nora, Blake, Penny, Pyrrha, Weiss, and Ruby.

The way it would be work is Neo, Neon, and Emerald would be the denial phase. Neo had tricked him and he had already gone so far he might at well finish.
