Joe actually landed on a ledge and was alive and came back just in time to save Frank when the bad guys had him outnumbered and anyway I'm halfway through my explanation of how it took Joe so long to come back cause he broke both his legs and was recuperating with the Riptide detectives cause they found him on the cliffside while hunting smugglers when my brother interrupted very loudly and said "you can tell who her favorite is cause he's the one all the stuff happens to" and my dudes, we just want stuff to happen to our faves. Sometimes it's happy. Sometimes we want them kidnapped by the estranged foster brother and tortured until a caped superhero breaks in the window and saves them. Sometimes we want them to die so we can show everyone crying about it - or show how no one ever cared at all it let it break our hearts. Sometimes we want them to get laid.
