Here's my take on mega Raichu Y, leaning a bit more into Raichu's base design, and instead of Pikachu-tail appendages on its head it instead has electrically charged horns of a similar shape-- taking inspiration from a jackalope.

I'd make it a Electric/Fairy type, with the ability Electric Surge.

Pokedex: Alongside the electrical sacs on its cheeks, this form of Raichu can also store dangerously high amounts of voltage in both its tail and horns, constantly releasing crackling static around it.

Using its newly enhanced psychic powers, it flies through the air spinning at high speeds, its golden edges being sharp as blades. Multiple glowing gems that resemble its now sleek core hover about it, firing powerful psychic blasts in all directions.

A funny as canon mega Starmie is, I still feel like they could have added more to the design, so I decided to take my own attempt at it. I’m imagining Starmie either hovering slowly and ominously like a UFO, or speeding about at blinding speed as a giant shuriken, but there being no in between.

Delia: You were named after the ash tree, so you must become a professor. I’m sorry, it’s the law.

Delia: You might be able to be a fire type gym leader or elite four member with your name as well, but most parents do type-based names so slots are limited.
