Steve is Crowley and Aziraphale's kid
Steve was first born around 21 BCE and keeps getting reincarnated everytime he dies until he hits maturity
Angel/Demon hybrids or Kolumcoiebrhiy (Column-Come-Bre-I) as i call them don't hit maturity until about 2 millenia after they're first born and their powers don't kick in til maturity
A Kolumcoiebrhih (Column-Come-Bre-Ah) usually has mixed wings tying to both sides of their lineage almost always making them some form of gray (Steve's are a pair of Platinum to Smoke ombre Swan Wings)
God Herself found Aziraphale and Crowley's relationship so cute that She make Her favorite grandchild (Steve) their own soulmate (Eddie) and even put it in the cards for him to gain immortality just so She could watch that type of relationship unfold again at a quicker pace
Kas theory was not what She planned but oh well
Steve is less 'at heart a good person' (Crowley) and more 'just enough of a bastard to be worth knowing (Aziraphale) and Eddie was made to reflect the opposite
Steve gets Venca'd and that releases the final pin holding Steve's memories, powers, and true form back
