Yes, lets be honest: the remake comics started out pretty good storytelling; even later on, they kept the outfit choices decent enough and conduct at least plausible, it was the views they seemed to side with, when you analyze the conduct's results as you should, that shows the foolishness at best.
In a real way: the remake was better still.

not only was travers ensuring that buffy was weakened = ensuring giles' compliance (i'm assuming it was travers watching her in act one), but it's stated that giles tried to put a stop to it through bureaucracy and through appealing to conscience. of course, a man who speaks like this has no conscience:
(also, that line makes it crystal clear that the purpose of the "test" is to kill slayers.)
it doesn't make what giles did to buffy that much better, but it answers the question i had, that he did try to avoid it altogether. it makes it easier for me, as part of the audience, to forgive him, even when buffy already did.
