I am not a cat behavior expert so someone come correct me if I'm wrong but after years of observing small furry bastards, I don't see any aggressive or fearful body language here. Cat 1 is doing some very relaxed play stalking, cat 2 sees and does a Big Frighten because cats are drama queens, cat 1 immediately drops into a silly roll to show cat 2 that it was just going to play, defusing the situation, and cat 2 joins in the rolling. They have a wiggle party in the dirt. That's playing! This is Good Timss. Cat 2 would have retreated rather than joining in the wiggles, if he felt threatened, and cats expecting a fight don't typically show their bellies. (There are exceptions. At very close range a cat that does not want to fight but thinks they WILL be attacked MAY do so and get on their back to be able to deploy the hind legs to rake or kick the attacker away. Raleigh does this. It doesn't work very well.)
Aggressive cats stance the fuck up. They become stiff, the necks and forelegs get very tense. I would expect one or both to have looked like this:
