short answer: hell no he’s a city gay tried and true and hates driving

long answer: i mean i doubt he has ANY sort of identification on his body at all, much less a state issued one??? he is a Criminal and that means he kinda has to keep his identity off the grid… expanding on this, i am sure that Nobody in the gang has their drivers license, like, not even lupin who does the most driving… theyve all piloted and driven multiple non automobile things with no license bc they just can and it is so dangerous but look at them go………

surely the foremost question here is “in which COUNTRY” but in fact i, personally, am delighted to inform you that if one makes the happy suppositions that jigen is (a) american; (b) from, perhaps, chicago, as cartoon gangsters are contractually obligated to be; and (c ) in his mid- to probably-late-forties by 1973, even in his pre-international criminal youth he wouldn’t have had to take a driver’s exam to be allowed to drive a car, as illinois didn’t introduce mandatory testing as a prerequisite for issuing driver’s licenses until 1953

// this cop here asked Jigen for his license and he actually gave one to said officer. now i’m not saying it’s a legit driver’s license, but I’m pretty sure they were in the United States in this episode, as proven by the letter the little girl, Alice, sends to herself at the end of the episode addressed to a place in New York, NY (though i’ve gotta rewatch to be sure, it’s Lupin III Part II, episode 27 – “The Little Princess of Darkness” which aired in Japan on April 10th, 1978.) whether or not that’s proof that he has a license is up to interpretation. obviously, he IS a criminal, but even criminals can have licenses.
