I want to start by saying that I'm not trying to excuse Andrew's violence or say that Kevin in any way deserved any of it.
However, Kevin grew up with constant, over the top violence from the time he entered the Nest. When Riko tormented his "property," it was because he felt like it and he could. He didn't need any kind of reason, even if he sometimes gave one.
When Andrew cuts Kevin and then threatens to do worse in TRK (which doesn't get nearly the amount of attention the choking scene does, for some reason, even though it really should) it's because Kevin touched him first. When he chokes Kevin, it's because Kevin was withholding information, which Andrew had warned him not to do pretty dramatically when the Ravens switched districts.
Again, to be 100% clear, neither of these are good reasons for violence and I'm not excusing Andrew or blaming Kevin. Given Andrew's history his actions make some sense but they are still not right. They are both flawed, hurt by their history, and that shows in these events.
Given Kevin's history, it makes sense that he'd at least superficially overlook them and move on. Yes, Andrew was violent toward him — but Kevin would be able to give it a reason, an explanation, internalize some kind of "if I just don't do X, he won't do it again." Which is really unhealthy! But Kevin is also an abuse survivor and even after loads of therapy with Betsy it would not be unexpected for him to still slip into that mindset. One other example: When Andrew tells Riko not to mess with his things, he is including Kevin as one of his things — something that would probably be pretty psychologically harmful to Kevin, who did at one point belong to Riko for all intents and purposes, but this is also never addressed again in the text.
Was it traumatic when Andrew, his friend who had promised to protect him, did these things? Certainly. Is it surprising that a man who grew up expecting and receiving much worse from his adoptive family to just bury it in his subconscious and not address it again? Not at all. Doesn't mean it didn't affect him, but given his history it's possible that he has normalized this so much that, even after a year and a couple months, it would've been more surprising for him to address it publicly. ETA: Not to say that he will never get to a point where he recognizes this kind of treatment as wrong and pushes back on it, but at this point in his healing he was very much not there yet. If he was, then his defiance of Riko by covering his tattoo would not be such a big deal. That shows the start of him finally starting to internalize and act on the idea that his experience in the Nest was not normal. Through most of the first trilogy he was still just trying to get his feet under him, not yet actually dismantling all that. /ETA
Especially in front of Neil, the POV protagonist — there's no indication that Kevin and Andrew never spoke about these two incidents, but the readers wouldn't know about it unless Neil did (unless Nora includes it in Kevin's books or does extra content about it someday).
