Tokiko is overprotective and controlling, but probably there's an explanation for this. Every girl is destined to be a rose bride (or a witch, but we don't talk about that), which means girls have no real power over their lives: we can see how Akio abuses Anthy, Utena, and Kanae, plus Touga manipulates Nanami and abuses her trust and affection. Generally, women & girls are powerless - unless they're witches, but this path is not an easy one either.

So, if Tokiko doesn't have much control over her own life, she, consciously or not, seeks to compensate her lack of agency and to control someone else, namely her brother. As an older sister, she's supposed to look after and guide him, but her own powerlessness dictates her to abuse their asymmetrical relationship and impose her desires on him. Guattari called it microfascism and, generally, it's benign, but if left unchecked, it can grow into regular fascism. Although I can't call Tokiko a fascist for quite obvious reasons, she seems to have certain authoritarian psychological traits; her relationship with Mamiya looks too similar to how authoritarian nationalist leaders treat the nation they govern: they say it's for the nation's own good, but rarely listen to what people say, so they end up making things worse. Mamiya doesn't want eternity or to be the Rose bride - Tokiko and Mikage do.

Both Tokiko and Mamiya's lives could've been much better if the prince-princess system didn't exist.
