I think they should have made Utena Tenjou a guy. It would have added some much needed romantic chemistry to the franchise which really didnt have any. It would have also fit her design better, since she look so masculine in her design.

I think that's just normal for a lot of Yuri Pairings, One character will have more masculine traits that are meant to be complimented by the other girl in the pair. Utena Appearing boyish is also to subvert expectations from the audience when she is revealed. She also still shows a lot of her feminine side as well. I do agree there was much needed romance chemistry missing and I believe that's just Japan in general not showing Romantic Yuri content on screen. Lots of great Yuri Romances are stuck on Manga pages, only recently we are seeing bigger pushes in the genre on screen.
