How do you re arrange where each building and house is? Ot would I need to destroy everything? I'm not sure :3

For re arranging buildings you’ll need to hack your game using the Ram editor, more info can be found on my post which I’ll link to here. Just scroll to the very bottom and click the link for the RAM editor, bear in mind your DS may not be compatible and you must do the editing safely. So before trying, please read the instructions, they’re on the page I link to in the post c:
