i need a ttrpg that's good for doing crimes and violence in the 21st(or late 20th) century

i have been running a Chronicles of Darkness game for a while now. it has been going well. its mundane player characters, mostly grounded in the real life modern world are perfect for my game.

it's like a midwest gothic supernatural horror mystery. think of a nasty cult and a coterie of vampires draining a decaying gary, indiana of everything it has left

dice pools are fun. the health system is interesting and provides a sense of realism. willpower is cool. i like how its systems beg the players to role play for exp and meter management.

it's just a bit clunky. the book is overly wordy and inefficient, hard to use as a quick reference while DM-ing. i don't like the combat.

despite CoD being appropriate for the request above, i won't be using it for my next campaign because i need more dangerous player characters and simple combat. i want combat that maintains the pace of the scene, no stopping for a 'ROLL FOR INITIATIVE' and shifting into war game mode.
